3. It is possible that you may have the application in view of the power to turn a Corn or some other such useful purpose, for which only a Tread wheel, admitting of combined labor, might be suited. But otherwise the Smaller Hand-Machine would appear to unite the advantages of cheapness, easier transport, and the means of exactly suiting each Man's task to his strength and intended degree of punishment.
4. I shall be glad therefore if you will consult on the subject with the Justices of the Peace from whom the proposal originated, and with the Surgeon General who appears to have considered the question, and will see which of these Machines you may be led to prefer.
